ISSUES

With urbanization increasing in Larimer County, it is time for Waverly to consider its own destiny.  As a primarily rural community, Waverly has its own history, culture, and character that should not be swallowed up by neighboring cities or towns.

The Waverly Community Group is exploring options for the future of Waverly, as well as issues that can have positive and negative impacts on our community. 


Some of the options Waverly citizens can explore to retain its rural heritage and character are: 

1)     Become involved in the Sub-Area Plan & Community Separator program in cooperation with Larimer County, Fort Collins, and Wellington.

2)     Examine public and private tools available for individuals to voluntarily protect their properties without losing real estate value.


Some of the issues that Waverly citizens can be aware of and help address are:

Wellington Growth Management Area: Wellington completed a comprehensive plan update in 2003 that creates a growth management area from its city center to Co. Rd. 13 on the west.  If Wellington were to grow in urban density this far west (instead of only west to Co. Rd. 11), the scenic beauty of Waverly would be compromised and traffic patterns would be vastly different. Waverly growth could also affect property taxes for Waverly residents. The Waverly Advisory Committee believes it is in all our interests to be involved with these issues as they unfold and potentially affect the Waverly area.  In addition, Waverly residents can look for opportunities that will have a positive impact on the community.

Other Issues:

  1. The WAC is applying for tax exempt non-profit status so it may apply for grants for various projects.
  2. This spring we will be submitting (2) Land Stewardship Applications for local or adjacent school sections in order to promote agricultural uses and prevent subdivision.  This spring the sections will be formally surveyed.
  3. The annual spring Pancake Breakfast is another neighborhood forum in addition to the Fall Membership Meeting.  The Breakfast is also the annual fundraiser.
  4. The new Net Zero Subcommittee is studying ways both the individual and community can reduce energy consumption and lower its carbon footprint.
    Other issues
  5. Water & agricultural viability - Work at mapping and promoting the viability of the area lateral ditches for regional irrigation water.
  6. Fostering a vital rural economy - We encourage conservation easements to limit development densities and promote wildlife access and corridors to maintain the openness of a rural landscape.
  7. Development densities - We review county-submitted developments within the Waverly community boundaries as well as land use changes for conformation to the goals stated in the Area Plan.
  8. Keeping local (in-home) businesses viable - We encourage local businesses and encourage the county to accept more of the hazardous local business (automotive/ other engine  repair) they have not yet tackled.
  9. Review Larimer Co transportation and other transportation plans - We have investigated the procedure for lowering local (1-mile section) speed limits, but still need to tackle the lowering of the speed limit along CR 70.
    Glade Reservoir - We have researched the impact on land and water users.

Another local group, the Northern Larimer County Alliance, has also been a watchdog on some of the above listed issues, notably the Bypass, CWD site, Glade Reservoir 287 relocation, and new landfill proposal.
